City's 2021 fatalities just 3% lower than pandemic's 1st yr

The city recorded nearly 17,000 (18.5%) more all-cause deaths in 2021 against the pre-pandemic year of 2019, showing fatalities were high in the second year of the pandemic despite claims that health systems were managed better.
